
KEEP LA HOUSED IS A COALITION OF TENANTS, COMMUNITY ORGANIZERS, AND PUBLIC INTEREST LAWYERS WITH THE GOAL OF ENACTING A TENANT BILL OF RIGHTS IN LOS ANGELES COUNTY AND ITS 89 JURISDICTIONS.
Thanks to advocacy from community members like you, we have built a robust movement that has won significant protections in our Tenant Bill of Rights in both LA County and City. You can learn more about these victories here.
While we've made progress, we still have a lot of work to do to make sure our neighbors can stay housed. Right now, in the City of LA we are making a big push to win:
A stronger Los Angeles Rent Stabilization Ordinance (LARSO), to keep rent increases stable and fair in the city of LA
Read our LARSO sign-on letter, which has more than 80 signatures from local community based organizations, labor unions, and legal service providers!

Enforcement of the updated Tenant Anti-Harassment Ordinance (TAHO), which we passed at the end of 2024
Strengthening code enforcement through the Systematic Code Enforcement Program (SCEP) and the Rent Escrow Account Program (REAP)

our demands
Annual rent increases for RSO units be set at 60% CPI (a fair measure of inflation), and capped at 3% maximum with no minimum;
No additional annual rent increases for tenants whose electricity and/or gas bills are included in their rent cost;
No additional annual rent increases for tenants who have additional authorized occupants in their unit;
No “rent-banking” (additional increases above the inflation rate in a given year, to account for high inflation from previous years);
All RSO tenants accross the city should have the same protections and be protected by the same formula.

In LA city, we have won:
Universal just cause protections for eviction lawsuits
A significantly more robust Tenant Anti-Harassment Ordinance (TAHO)
Emergency tenant protections for tenants affected by the COVID-19 pandemic, and for their pets
Monetary thresholds for nonpayment of rent-based eviction lawsuits, which now must exceed one month of fair market rent
Relocation assistance for tenants who are displaced by rent increases over 10%
In LA County, we have won:
The Rent Stabilization and Tenant Protections Ordinance (RSTPO), which protects tenants in Unincorporated LA County. This includes:
A rent increase ceiling of 3% and a fair rent increase formula tied to inflation
Monetary thresholds for nonpayment of rent-based eviction lawsuits, which now must exceed one month of fair market rent!
A Right to Counsel ordinance, giving tenants in Unincorporated LA County a legal right to an eviction lawyer!
Emergency tenant protections for tenants affected by the COVID-19 pandemic
Emergency tenant protections for tenants affected by the LA wildfires
