What’s Going on With Tenant Rights in L.A.?
Thanks to advocacy from community members like you, we have built a robust movement that has won significant protections in our Tenant Bill of Rights in both LA County and City. While we've made progress, we still have a lot of work to do to make sure our neighbors can stay housed. Right now, in the City of LA we are fighting for:
Implementation of the newly strengthened Los Angeles Rent Stabilization Ordinance (LARSO), to keep rent increases stable and fair in the city of LA

Enforcement of the updated Tenant Anti-Harassment Ordinance (TAHO), which we passed at the end of 2024
Strengthening code enforcement by improving the Systematic Code Enforcement Program (SCEP) and the Rent Escrow Account Program (REAP)

A significantly stronger Los Angeles Rent Stabilization Ordinance (LARSO), lowering rent increases for over a million tenants in LA
A Right to Counsel ordinance, giving tenants in LA City a legal right to an eviction lawyer
Emergency tenant protections for tenants affected by the COVID-19 pandemic, and for their pets
Monetary thresholds for nonpayment of rent-based eviction lawsuits, which now must exceed one month of fair market rent
Relocation assistance for tenants who are displaced by rent increases over 10%
In LA County, we have won:
The Rent Stabilization and Tenant Protections Ordinance (RSTPO), which protects tenants in Unincorporated LA County. This includes:
A rent increase ceiling of 3% and a fair rent increase formula tied to inflation
Monetary thresholds for nonpayment of rent-based eviction lawsuits, which now must exceed one month of fair market rent!
A Right to Counsel ordinance, giving tenants in Unincorporated LA County a legal right to an eviction lawyer
Emergency tenant protections for tenants affected by the COVID-19 pandemic
Emergency tenant protections for tenants affected by the LA wildfires
